The regular meeting of the Sylvan Township Board was held August 2, 2005 at 7:00 pm at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118.

The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo.

Also present: Kurt Koseck, Jeff Gunnis, Don Schoenberg, Ann Feeney, Liz Wilson, Tom Bareis, Scott Cooper, Jim Neiderheide, Earl Heller, Reuben Lesser, Bob Lange.

Meeting was called to order at 7:00 pm and the pledge recited.

Motion by Merkel, seconded by Grau to approve minutes as presented. Carried.

Motion by Solo, seconded by Grau to pay bills as presented. Carried.

No public hearings.

Public participation:

Scott Cooper read a letter of request from the Cavanaugh Lake Association regarding the pump station located across from the Cavanaugh Lake Park. The Association would like some form of planting/landscaping around the fence. Cooper submitted to letter to Supervisor Williams.

Zoning Inspector Lange reported 14 permits, 5 certification of occupancy permits and 1 waiver for the month of July.

Reuben Lesser reported on the CAFA board and the Fire Chief search. The committee has narrowed down 60 applicants to 9 and will make the recommendation to the CAFA board at its next meeting.

Supervisor reported he has a written report but was not distributed to other board members.

Clerk Koch reported on the Sewer Authority with the minutes in your packet.

Treasurer Grau reported on the Summer Tax Deferment notice from the County.

Trustee Solo reported on the Advisory Committee.

Trustee Merkel reported that 140 permits out of 200 have been issued for connection to the sewer. All main lines are in.

No Old Business.

New Business:

The Sewer and Water Ordinance Amendments were pulled from the agenda as they were not distributed to the board members prior to the meeting.

Western Washtenaw Wireless initiative was presented. A Draft of the proposed Agreement was also presented. Motion by Solo, seconded by Merkel to table the Resolution and Agreement due to concerns of details in the Agreement. Carried.

Motion by Merkel, seconded by Koch to direct Planning Commission to study the need for a Wetland Ordinance of which would also address natural features. Carried.

Motion by Koch, seconded by Grau to appoint Tom Caplis as the delegate to the Chelsea Area Building Authority and also submit Earl Heller as an at-large candidate for the same. Carried.

Motion by Koch, seconded by Merkel to amend the budget for Board of Review and MTA dues line items and add to the Metro Act line item additional monies received. Carried.

Motion by Solo, seconded by Merkel to amend the budget for Legal by covering the charges from the Lawsuit to come out of the Sewer and Water Enterprise Fund (Tap fees) versus the contigent fund for the First Quarter (April, May, June) in the amount of $22,650.47. Carried.

Motion by Koch, seconded by Grau to approve attendance by Williams, Koch and Merkel at the MTA District Meeting. Carried.

Motion by Koch, seconded by Grau to approve the Lekrem Rezoning as recommended by Planning Commission. Merkel abstained, Carried.

Motion by Solo, seconded by Grau to table the E-Mail Policy so Trustee Solo may seek Counsel on their reply to the Board. Carried.

Motion by Grau, seconded by Merkel to adjourn. Carried.
