October 4, 2005
The regular meeting of the Sylvan Township Board was held October 4, 2005 at 7:00 pm at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118.
The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo.
Also present: Lisa Allmendinger, Brian Dickinson, Don Schoenberg, Ann Feeney, Reuben Lesser, Earl Heller, Dennis Grysen.
Meeting was called to order at 7:00 pm and the pledge recited.
Motion by Grau, seconded by solo to approves minutes of 9-6-05 and 10-3-05 as presented. Carried.
Motion by Grau, seconded by Merkel to pay bills as presented. Carried.
No public hearings.
Public participation:
Brian Dickinson of 16744 Kilmer Road was presented regarding his Temporary Dwelling permit. The permit was issued in July of 2004 and extended until October 1, 2005 and the Dickinson’s are requesting another extension. The Board felt that a 30 day extension which would concur the CACA’s Statement of Intent/Temporary Occupancy permit would be all the Township would allow. Motion by Koch, seconded by Merkel to grant a 30 day extention of the Temporary Dwelling permit with completion by November 4th or the bond will be forfeited. Carried.
Trustee Solo read an e-mail from Andy Sacks regarding Wireless Communications.
Zoning Inspector Lange reported 8 permits and 1 certificate of occupancy for the month of September.
Supervisor Williams reported on the Lakes sewer restoration issues and the Washtenaw County Road Commission Chelsea West Drive issue.
Clerk Koch reported that the Sylvan Township Water and Sewer Authority is now able to pay all bills except for Jones & Henry.
Treasurer Grau reported only 100 delinquent taxes for summer collection on the books.
Trustee Merkel reported on the Lake Sewer Construction meeting and the last Planning Commission meeting.
Trustee Solo reported he will be presenting an RFP for Wireless Communications later on the agenda.
Reuben Lesser, representative to CAFA reported that Friday, October 7th from 9am to 1pm the CAFA board will be conducting interviews for Chief.

New business:
Motion by Merkel, seconded by Grau to amend the fee schedule regarding Land Division fees. Carried.
Motion by Merkel, seconded by Solo to authorize Clerk to sign an Amendment to the General Standard Engineering Agreement with Jones & Henry. Carried.
Motion by Grau, seconded by Koch to approve the bids for snow plowing at the recycle bins. Carried.
Motion by Koch, seconded by Grau to approve the amended Water Use Ordinance. Roll call vote – all ayes – Carried.
Motion by Merkel, seconded by Solo to approve a Resolution regarding the Water Use Rules & Regulations. Roll call vote – all ayes – Carried.
Motion by Merkel, seconded by Grau to send the Proposed RFP regarding Wireless High-Speed Internet Provider to Anne Seurynck at Foster, Swift for her legal review and comments. Carried.
Motion by Solo, seconded by Grau to re-appoint Corrine Sikowski as delegate and LuAnn Koch as alternate to WWRA for a 2-year term. Carried.
Motion by Koch, seconded by Solo to send a text change to the Wireless Ordinance to Planning Commission to hold a public hearing and make recommendation to the Township Board. Carried.
Motion by Koch, seconded by Grau to approve the Snow & Ice Contract for the Township Hall with Bollinger Sanitation for 2005-06. Carried.
Motion by Koch, seconded by Grau to approve Merkel and Williams to attend a Wetland Seminar. Carried.
Motion by Grau, seconded by Solo to approve a Policy for Capitalization of Assets as recommended by the Township Auditors. Carried.
Motion by Grau, seconded by Koch to approve an Office Depot Credit Card Policy as recommended by our Township Auditors. Carried.
Motion by Solo, seconded by Grau to enter closed session at 7:50pm to discuss a Legal Opinion. Carried.
Open session returned at 8:00pm.
Motion by Williams, seconded by Koch to concur with Counsel’s advise regarding Zoning Compliance Permits and Certification of Occupancy permits dated September 7, 2005. Carried.
Motion by Merkel, seconded by Koch to adjourn at 8:02pm.

CLOSED SESSION MINUTES
The board entered close session at 7:50pm to discuss a Legal Opinion from Foster, Swift, Collins & Smith regarding Zoning Compliance permits and Certificate of Occupancy permits within Sylvan Crossing. See letter dated September 7, 2005.
