The regular board meeting of the Sylvan Township Board was held March 1, 2005 at 7PM at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118.
The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Solo and Merkel.
Also present: Paul Kalmbach, Ray Steinbach, Loren Heller, Maryann Noah, Jeff Gunnis, James Bollinger, Imogene Slocum, Mike Slocum, Carmer Slocum, Tom Bareis, Tom Caplis, Liz Wilson, Paul Bollinger, Earl and Kay Heller, Don Schoenberg, Reuben Lesser, Scott Cooper, Ann Feeney, Corinne Sikorski, Jim Neiderheide, Mark Quimet, Brian Koch.
Meeting was called to order and the pledge was recited at 7PM.
Motion by Grau, seconded by Merkel to approve February minutes and 1-31-05 Worksession minutes as presented. Carried.
Motion by Koch, seconded by Grau to pay bills as presented. Carried.
The Public Hearing on the Proposed 2005-06 Budget was called to order. Williams gave a brief overview of the proposed budget. The hearing was opened for public comment at 7:10 pm. Comments on clarity of certain line items as well as clarity regarding sewer and water bills and how they are paid with no impact on the General Fund. Public comment was closed at 7:31 pm. Board went into discussion, budget was amended with two additions to the income and an additional line item in expenditures for Township Hall Building Maintenance. Motion by Merkel, seconded by Solo to approve budget as amended. Roll call vote – all ayes – carried.
Public participation:
Maryann Noah, Chair of Chelsea Area Fire Authority was present to discuss the CAFA Joint Building Authority. The Township, if approved, will need to appoint a delegate, alternate and submit an at-large name to CAFA to create a 5 member Authority Board.
Mark Ouimet spoke on the Washtenaw County Bond Millage that failed February 22, 2005 and plans for the future of the jail.
Zoning Inspector Lange reported 4 zoning compliance permits, 3 certificates of occupancy and 2 new addresses issued in February.
Supervisor reported on his attendance at WCRC meetings.
Clerk Koch reported on the CAPT meeting, Water and Sewer Authority meeting and the status of the monthly reports which will be prepared on a month end basis, and reminded everyone of the annual meeting with WCRC for March 23rd at 1pm at the Township Hall.
Treasurer Grau reported on the MTA Chapter meeting.
Trustee Merkel reported on the CAC committee which is wrapping up this month and his attendance at the Sewer Construction meeting.
Trustee Solo reported attending a Planning Commission meeting, WCRC meeting and is beginning discussions regarding the possibility of partnering with an Internet Service Provider to place a high speed wireless internet antenna on the Water Tower.
There was no Old Business.
New Business:
The May 3, 2005 Township Board meeting will need to be changed due to the School Election being held at the Township Hall. Motion by Grau, seconded by Merkel to change May Township Board meeting date until Tuesday, May 10, 2005. Carried.
Motion by Merkel, seconded by Koch to appoint Jim Neiderheide to the Planning Commission for a 3-year term. Carried.
Motion by Koch, seconded by Grau to approve the rotation of the Chelsea District Library Trustees. Carried.
Motion by Grau, seconded by Solo to approve the HAVA Grant for a new accuvote voting system from the State of Michigan. Carried.
Motion by Solo, seconded by Grau to approve the Lawn Care Contract as amended and the advertise in the local newspaper and on the Township website. Carried.
Motion by Merkel, seconded by Grau to approve the Assessor Contract for 2 years as presented. Carried.
Motion by Koch, seconded by Grau to approve the participation in the Washtenaw County Spring Clean Up on May 14, 2005 at the Chelsea Fairgrounds with Williams as volunteer coordinator. Carried.
Motion by Solo, seconded by Merkel to revise the Fee Schedule as presented effective March 1, 2005. Carried.
The Township Board acknowledges the letter from Grass Lake Charter Township regarding the debt incurred by the sewer. The Township Board directs the Treasurer to begin quarterly billing to Grass Lake Charter Township.
Motion by Merkel, seconded by Solo to co-sponsor with the Huron River Watershed Council the “Living on the Edge” workshop to be held April 30th, tentatively at the American Legion. Carried.
Motion by Merkel, seconded by Solo to adjourn at 8:30 pm. Carried.
