The regular board meeting of the Sylvan Township Board was held May 10, 2005 at 7:00 pm at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118.
The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo.
Also present: Liz Wilson, Ray Steinbach, Jim Neiderheide, Corinne Sikorski, Tom and Teri Bareis, Reuben Lesser, Brian Koch.
Meeting was called to order and the pledge recited at 7PM.
Motion by Merkel, seconded by Grau to approve minutes as presented. Carried.
Motion by Grau, seconded by Solo to pay bills as presented. Carried.
No public hearings.
No public participation.
Zoning Inspectors report included 8 zoning compliance permits (24 YTD), 1 certificate of occupancy, 1 new address and 1 temporary dwelling permit.
Supervisor Williams submitted a written report (attached). Clerk Koch questioned items on the report such as meetings attended regarding seeking alternative police services for Sylvan Township when the board has not been informed of, stating in report “Our comments our with their lawyer” regarding the Leoni Contract of which the board has not seen the document to make any comments of their own, letter to Magellan Properties of a proposal of a schedule of paydowns for Sylvan Springs of which the Board had not seen until presented in this report, and finally stating the article in the Chelsea Standard regarding the Police services and Williams statement that the State Police have a slow response. Koch stated that only positive statements should be heard about the State Police since the Detachment is in our Townhall, told Williams it was inappropriate and unnecessary to make such a comment.
Clerk Koch reported on the Water & Sewer Authority, CAFA and the 3-31-05 audit began on the 9th of May.
Trustee Merkel reported on Planning Commission issues and the Construction meeting regarding the Sylvan sewer which should be completed by Memorial Day.
No Old Business.
New Business:
Motion by Merkel, supported by Grau to re-appoint LuAnn Koch and Scott Baird to the Sylvan Township Water & Sewer Authority for a 3-year term. Carried by a 4-1 vote, Williams dissenting.
Motion by Grau, seconded by Merkel to approve the Resolution to Approve SBC Telecommunications Metro Act Application for new Telecommunications Facilities along Brown Drive and Commerce Pak Drives and Pielemeir Drive. Roll call vote – Carried.
Motion by Merkel, seconded by Grau to approve the Temporary Gathering Permit for UAW Local 1284. Carried.
Motion by Koch, seconded by Grau to approve the debt owed to the Township by the Authority of $128,670.67. Carried.
Motion by Merkel, seconded by Koch to follow the recommendation of Plante & Moran to not restate the audit for 3-31-04. Carried.
Motion by Merkel, seconded by Grau to approve the Resolution Adopting the Articles of Incorporation of the Chelsea Area Joint Building Authority. Roll call vote – Carried.
Motion by Koch, seconded by Grau to approve the appointment of an additional inspector for CACA. Carried.
Reuben Lesser reported on CAFA with the hiring of a Business Manager and the status of hiring a new Chief.
Corrine Sikorski reported on WWRA and the Clean Up Day scheduled for May 14th from 9-1pm.
Brian Koch spoke regarding the need for more open government on such items as the CAFA Building Authority, the Board approve a Resolution and the public does not have information on it. Suggested the Board hold public hearings for public input.
Motion by Solo, seconded by Merkel to go into close session at 7:50 pm to discuss pending litigation that has financial impact on the Township and invite Township Attorney Bill Fahey. Roll call vote. Carried.
Open session returned at 8:35 pm.
Motion by Grau, seconded by Merkel to adjourn.
